Food safety and sanitation are indeed very complicated. There are numerous imported food products from different countries into Taiwan, making it difficult for the government authorities to regulate them. However, although food sanitation is the public's basic request, it has become a key indicator to evaluate whether the government cares for the people's well-being. Therefore, it is the government's mission and important policy to ensure food safety for all. The real key to food safety and consumer trust is the government's proactive approach to food safety regulations. Furthermore, if the government does not take active and effective action to manage food safety, there will be no protection and no assurance that food will be safe, so that the public's health cannot be safeguarded and the social stability can hardly be maintained.
To ensure food sanitation and safety for the people, the relevant units have encouraged the industry to establish a self-management system, focusing on the safety for the consumer, and to facilitate the overall development of the domestic food industry in order to upgrade the industry and make the domestic food industry more capable of competing in the international market. Also, the relevant units promote mutual authentication among international food products to ensure the safety and sanitation of imported and exported foods.
The A.A. advisory team consists of experts and scholars to evaluate the food and beverage industry's personnel, workplaces, facilities and quality assurance system management, and encourage the excellent food and beverage industry to continue to comply with the Good Hygiene Practice (GHP) to enhance the sanitation and safety for food services, while providing a reference for consumers.

About the Global Sustainable Development
The objectives of sustainable development are closely related to our lives, including ending poverty, reducing food waste, and so on; these are all closely related to "people".
The most intuitive connection to sustainability is the environment and ecology. The goal is the protection of the natural environment, such as climate action, conservation of marine ecology, and the reform of the consumption pattern for human beings.
Encourage people to reconsider the sustainability of natural resources.
At the 70th anniversary of the United Nations in 2015, the document "Transforming our world: the 2030 Agenda for Sustainable Development" was released as a guide for action, focusing on people, the earth, prosperity, peace, partnership and other key connections. The document aims to ensure that by 2030, the world will be united to eliminate poverty and hunger, to achieve dignity, justice, and tolerance in a peaceful society, to protect the Earth's environment, to develop human well-being, and to ensure that present and future generations can live in a peaceful and prosperous world. The sustainable development concept is firmly integrated into all European treaties and has been a core value of European policy for years. The U.N. General Assembly adopted the Agenda 2030 and the 17 Sustainable Development Goals (SDGs) in 2015, bringing a global impact to promote sustainable development. The E.U. is committed to ensuring that the benefits of the SDGs are optimized.
From the perspective of integration and diversity, the SDGs outline the overall development of the world from a diversified perspective, with the possibility of interweaving and convergence in various fields, to cover three major aspects of sustainable development more explicitly: (1) economic growth, (2) social progress, and (3) environmental protection. There is a great change in the way the society considers itself, not only in economic aspects but also in environmental and social aspects. It is not only governments and corporations that need to take responsibility for this change, but global citizens can also transform the entire society through their consumption, communication, and actions.
Global stricter requirements
The European Union has been considering sustainable development as a key objective for policy making over the years. In 2001, the E.U. adopted the European Union Sustainable Development Strategy (EU SDS), based on the E.U. Sustainable Development Indicators (SDIs). The E.U. had already integrated the sustainable development element into its regional development policies in the 1990s, resulting in the adoption of the E.U. Sustainable Development Indicators (SDIs) in 2000 and the Europe 2020 strategy in 2011. In April 2020, the European Commission proposed the "E.U. Recovery Plan" to ensure that the European Green Deal guides all major investments in the future. By 2050, the transport sector will be required to reduce its greenhouse gas emissions by 90%. It will also promote the transition to low-carbon fuels and low-carbon vehicles, such as electric vehicles, by providing economic (price) incentives and building infrastructure. Particular measures include: stopping the fossil fuel subsidies and adding the external environmental costs to the transportation costs in order to achieve the vision of sustainable mobility.
In terms of policy and implementation of sustainable development, the E.U. has been planning for this since the 1990s. In 2000, it followed the MDGs to publish two major sustainable development policies, EU SDS and Europe 2020, and issued multi-directional communication and working papers. The E.U. has been working with 28 members and their peripheral organizations to implement these policies, and the results are now visible. It is now well on track to move to the next phase: the 2030 Agenda.
The European Sustainable Development Network (ESDN) has published its 45th quarterly report, "The Role of European Parliaments in the Implementation of the 2030 Agenda and the SDGs" in July 2017. The report examines the current status of implementation of the 2030 Agenda and SDGs in 10 European national legislatures.
Headquartered in Vienna, Austria, ESDN is an organization founded by government officials and sustainability experts from eight European countries. The objective of ESDN is to assist European countries in developing their sustainability strategies. Founded in 2002, ESDN was originally an annual sustainability conference held in European countries before being expanded into a permanent networking organization. In 2006, ESDN established the Steering Group (currently composed of seven countries) and the ESDN Office (a permanent executive body) in order to accelerate sustainable development in Europe. In May 2006, ESDN started releasing a quarterly report.
The European Commission has set up the Multi-Stakeholder Platform to create more communication opportunities with the European Parliament and more stakeholders.
The Finnish government completed a full government report in March 2017, which describes all sustainable practices conducted by the legislative branch. People could look at the government's annual report and see the SDGs' implementation status and progress made by the responsible units. Since 2004, the Bundestag has responded to implement the SDGs. In February 2014, the Bundestag established the Parliamentary Advisory Council on Sustainable Development to discuss SDG-related issues. In Greece, the General Secretariat of the Greek Government (GSG) promised in December 2016 to unify the executive and legislative powers to implement the SDGs; the GSG is the highest body in Greece to implement the SDGs. The Italian Ministry of Foreign Affairs began setting up a group to work on the SDGs in 2013, which was transformed into the Standing Sub-Committee on Implementation of the 2030 Agenda in September 2015. This committee hopes to improve the performance and to guide people and policy-making towards the SDGs.
ABOUT THE CODEX ALIMENTARIUS
The Codex Alimentarius, also known as "Food Code", is a collection of international standards, guidelines and operating specifications, designed to protect the health of consumers and ensure fair standards in the food trade, In addition, we are responsible to coordinate all the work related to the food standards formulation. This code is applicable to all countries in the world, and it has been affirmed and recognized in the food safety inspection and animal and plant quarantine measures agreement, and has become an international reference standard.
CODEX was established in 1963 by the FAO and WHO. It is a collection of international standards, guidelines and codes of practice to protect the health of consumers and ensure fair practices in the food trade. It also helps coordinate the food standards work between intergovernmental and non-governmental organizations so that consumers can trust the safety and quality of the products they buy and importers can have confidence that the food they order will meet the specifications.
CAC currently has 165 member countries, representing approximately 98% of the world's population. The WTO requires that the Codex Alimentarius is a code of food standard for all nations. These standards and regulations are important to guide countries in establishing food standard systems, reducing non-tariff barriers, and resolving trade disputes. CODEX has become the only and most important fundamental reference for consumers, food manufacturers, food regulatory authorities and international trade in food worldwide. The Codex covers food product standards, biotechnology specifications, pesticide evaluation, pesticide residue levels, contaminant guidelines, evaluation of food additives, evaluation of animal drugs and so on.
FAO’s work in support of Codex
The Food and Agriculture Organization of the United Nations (French: L'Organisation des Nations Unies pour l'Alimentation et l'Agriculture, abbreviated as ONUAA), known as FAO, is a specialized agency of the United Nations that leads international efforts to defeat hunger. The Commission, also known as CAC, was established in 1963 by the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO) under their Joint FAO/WHO Food Standards Programme. It is used to develop food standards, codes and documents, such as implementation standards. The programme's main objectives are to protect the health of consumers, ensure fair practices in the food trade, and harmonize all the food standards work among organizations and non-governmental organizations.
A.A. has always referred to various international standard food regulations during our selection process. Naturally, this also includes The Codex Alimentarius. We regularly update our database in keeping with the most recent changes in the Code.
In addition to the Codex Alimentarius, the FAO and WHO have collaborated to support the Codex Alimentarius and provide scientific advice on food safety, which is also included in the A.A. considerations and codes.

Certification System
The objective of the A.A. Certification
Since the 19th century, many different food additives have been developed to satisfy the needs for food production with the increasing use of processed foods in the food sector. So, the use of such additives has become more popular. International organizations such as the WHO and the Food and Agriculture Organization of the United Nations (FAO), as well as the Food and Drug Administration in each country, have imposed strict regulations on food additives, and carefully assessed the risks of food additives to human health. The Codex Alimentarius Commission has also developed food labeling standards and guidelines that have been implemented in most countries, so that food manufacturers have an obligation to indicate which additives are contained in their products. For example, in the European Union, " E-numbers" are codes for substances used as food additives; people who are allergic or sensitive to certain food additives should check the labels carefully.
The Anti-Additive Clean Label Organization promotes and encourages the food and beverage industry not to use food additives in the restaurant and product manufacturing process. The organization has been certified by the European Union and is allowed to promote Restaurant and Food Anti-additive Certification, Sugar Certification and Anti-additive Certification of Pet Food from an impartial third-party status. We invite experts and scholars in this field to serve as advisors and uphold the interest recusal principle to conduct certification assessments externally. With Restaurant and Food Anti-additive Certification, Sugar Certification and Anti-additive Certification of Pet Food, we hope to effectively reduce the use of food additives, and together with the following verification principles, to eliminate unnecessary additional additives, so that consumers have more quality food choices to protect health and consumer rights.
In addition, cleaning products used in daily life have been getting more and more attention in all countries and regions in recent years. It is an important social issue for consumers to be able to clearly identify the content and materials in all kinds of products; it is also important for upstream and downstream manufacturers to be able to maintain the production standards more effectively as well as to be able to show significant differences in distribution channels.

Comply with SDGS core objectives to achieve sustainable development and social benefits
According to the United Nations' 2030 Sustainable Development Goals (SDGs), the SDGs contain 17 goals, 169 targets and 230 indicators to help the world work together towards sustainability. A.A. is committed to complying with the SDGs values, particularly in terms of zero hunger, good health and well-being, clean water and sanitation, responsible consumption and production, climate action, life below water, life on land, and diversified partnerships - all types of sustainable development are the goals and social benefits that A.A. aims to achieve.
The fairness of third-party certification
Third party certification in all kinds of business activities must be open, fair and equitable in order to be effective. The third party must have absolute authority and prestige, and must be independent of the first party and the second party, and must have no financial interest or equal interest with the first party and the second party, or have the obligation and responsibility to protect the rights and interests for both parties, in order to gain the full trust from both parties. Furthermore, the third party has a social responsibility to enhance mutual trust between producers and consumers, between governments and producers, and between governments and consumers.
Whether or not a product has been certified in international trade activities is crucial if it is to be recognized in the market. Therefore, the quality of certification is the key to maintaining the credibility of the certification system. Through an impartial third-party certification system, a certification agency that has been qualified to meet all international standards will perform document review, on-site audits, and sampling inspections to certify those who meet the certification standards and continue to confirm conformity by means of follow-up inspections and random checks on commercially available products. The name of the certification agency, product name, traceability code, and the method to disclose the information should be marked in order to help consumers identify and inquire; thus, environmental sustainability can be achieved after the certification mechanism is in place.

Do not shorten the production time or process with food additives.
Do not over-prolong the shelf life with food additives.
The ingredients on the menu are not factory-made products, and they should be handled and prepared in the restaurant.
The personnel, operation sites, sanitation management of facilities and quality assurance system shall meet the regulations on good hygiene practice for foods.
The products and processes have no or minimal impact on the human body, or are the least burdensome.
They are friendly to animals, plants and the environment.
The manufacturing process does not generate excessive waste in resources and has no impact on the environment.
Comply with the international standards or criteria based on the Clean Development Mechanism (CDM) (e.g. DIN, SGS, and others) to ensure the transparency, comparability and credibility of the reports.
The certification will examine whether it is in line with the SDGs.
Note: Issues related to the traceability of ingredients, such as whether the ingredients are organic, the ingredients' origin, are not included in the scope of A.A. certification.

Daily necessities certification
The impact on people or the environment is irreversible in some cases caused by the serious harmful results of Substances of Very High Concern.
Under Article 57 of the EU REACH, SVHC is determined in accordance with the following criteria:
Substances that may be carcinogenic, mutagenic or toxic to reproduction (CMR)
Substances with persistent, bioaccumulative and toxic (PBT) or very persistent and very bioaccumulative (vPvB)
Other substances that have been identified, on a case-by-case basis, from scientific evidence as causing probable serious effects to human health or the environment (e.g. endocrine disrupters)
E.U. standards for soluble substances in products
In response to the preceding regulations, the Organization has assisted in confirming whether the products contain substances of very great concern and whether their concentration exceeds 0.1% to ensure that the products meet the basic requirements for environmental protection and safety in accordance with REACH regulations.

Cosmetics certification
The Cosmetics Regulation (E.C.) No 1223/2009 is the main regulatory framework for the finished cosmetic products launched in the E.U. market. This legislation affects the manufacturers and importers of cosmetics and the suppliers of cosmetic ingredients. In addition, the regulation prohibits the final formulas, ingredients or ingredient compositions and/or finished cosmetic products that have undergone animal testing from placing on the E.U. market. This certification is based on E.U. standards and checks the certified products in each country.

Residue certification
In current agricultural practice, raising animals for food relies heavily on the use of compounds with pharmacological activity: drugs. The use of drugs in food-producing animals is essential to the health and well-being of these animals and is fundamental to the industrial economy.
There are five major classes of drugs used in food animals:
Topical antiseptics, bactericides, and fungicides used to treat surface skin or hoof infections, cuts, and abrasions.
Ionophores, which alter rumen microorganisms to provide more favorable and efficient energy substrates from the bacterial conversion of feed and impart some degree of protection against some parasites.
Steroid anabolic growth promoters (whose mechanism of action resides in the interaction of estrogen-, progesterone-, or testosterone-like compounds with specific classes of hormone receptors in animal cells) and peptide production enhancers (recombinant bovine somatotropin for increased milk production in dairy cows).
Anti-parasite drugs.
Antibiotics as used to control overt and occult diseases and to promote growth.
Other U.N. and E.U. standards for limitation
The Organization assists in evaluating the use of drugs in food animal production, the practices used to administer these drugs to animals, and the processes used for drug therapy to determine the risks associated with the use of drugs in food animals.

Halal plus certification
A Halal certified product is a product certified to be in compliance with a series of manufacturing standards specified according to the Islamic Law or ‘Shariah’. These standards regulate all the related aspects of the products, including its ingredients, feeds and slaughtering of animal-based material, manufacturing process, hygiene and safety requirements, packaging, labeling, and transportation, etc.
According to Halal' s higher cleanliness and hygiene assessment on products and raw materials, more strict cleanliness standards are set:
Natural ingredients: no artificial fragrances, colors and preservatives or synthetic additives.
Simple: Fewer chemicals and recognizable ingredients that don't sound chemical or artificial.
Transparency: Information about the raw material sources and product manufacturing processes.
Minimal processing: Processing using techniques that consumers do not recognize as manual.
According to the aforesaid specifications for food additives, the Organization verifies that the products meet the halal standards and cleanliness requirements.

As industrial technology continues to develop, there are different levels of important issues in developed and developing countries around the world. The A.A. Taste Awards judging team consists of hundreds of professional judges from more than 80 countries around the world, including members from various international judging organizations, international professional chefs, nutritionists, scholars, and cuisine critics, ranging from columnists to physicians or scientists, and even Michelin chefs. Among them, there are many influential people in various fields. The judges uphold the most stringent rules and regulations. With their rich industry experience and unique insights, they use a sophisticated and comprehensive selection process to provide a complete and professional overall evaluation for the products submitted.
Each item is judged independently. The judging process is held annually at designated locations around the world that are not open to the public. Most of the products were judged by professional judges based on the awards criteria, some categories of products were judged in a blind selection and blind test, and culinary and restaurant dishes were judged by mystery shoppers.
